XІІI. Special features of the enrollment to study of foreigners and stateless persons
13.1. The enrollment to study of foreigners and stateless persons to the University is carried out in accordance with the Laws of Ukraine "On Higher Education", "On the Legal Status of Foreigners and Stateless Persons", "On Foreign Ukrainians", "On refugees and persons in need of additional or temporary protection", Decree No271 of the President of Ukraine of June 03, 1994 "On Measures for the Development of Economic Cooperation of the Regions of Ukraine with the Neighboring Regions of the Republic of Belarus and the Administrativeterritorial units of the Republic of Moldova", Resolution No 684 of the Cabinet of Ministers of Ukraine of September 11, 2013 "Some issues of enrollment for study of foreigners and stateless persons", order No 1541 of the Ministry of Education and Science of Ukraine of November 1, 2013 "Some issues of the organization of enrollment and training (internship) of foreigners and stateless persons", registered at the Ministry of Justice of Ukraine on November 25, 2013, reg. No2004 / 24536. The effect of this paragraph does not apply to foreigners permanently residing in Ukraine on legal grounds, persons who have been granted refugee status in Ukraine and those who need additional or temporary protection.
13.2. Foreigners and stateless persons (hereinafter referred to as foreigners) may obtain higher education at the expense of natural persons and / or legal entities, unless otherwise provided by international agreements of Ukraine, the consent to be bound by the Verkhovna Rada of Ukraine, laws or agreements between the University and foreign institutions higher education as to International Academic Mobility. Enrollment of foreigners to the University for training at the expense of the state budget is carried out within quotas for foreigners.
13.3. Foreigners who come to Ukraine for the purpose of studying enter the University according to the accredited educational programs (specialties). The University calculates the points / grades of the entrants on the basis of the document on the previous education level and sets the minimum required amount of points / grades in the general subjects tested during the entrance examinations, specified in Supplement 5 to these Rules of Enrollment. The enrollment of foreigners to study at the appropriate level of higher education is carried out on the basis of the interviews on particular subjects and the language of training and on the basis of the academic rights to continue education, which are provided by the document on the acquired level of education in the native country, and taking into account the grades of progress that grant the right to continue training at the next level of higher education in accordance with the legislation of the country that issued the document on the acquired degree (level) of education. For training according to the programs of the preparatory faculty, department (subdepartment), for learning the state language and / or language of study, as well as for obtaining postgraduate education, advanced training, internship, the documents are accepted during the year in the order of transfer and renewal – on the basis of the decision of the enrollment board of the educational institution based on the results of studying the documents submitted in accordance with paragraph 13.5. of these Rules of Enrollment.
13.4. All categories of foreigners entering the University are enrolled on the basis of enrollment orders that are formed in the Uniform Base.
13.5. Foreigners personally submit an application to enter the University, in which they indicate the department, specialty and form of study. The entrant adds the following documents to the application: – a document (the original and a copy thereof) of the previously acquired educational (educational-qualifying) level, on the basis of which entering takes place; –a supplement (the original and a copy thereof) to the document on the previously acquired educational (educational and qualification) level, on the basis of which entering takes place (if any);
– the academic certificate issued by the foreign / Ukrainian educational institution (in case of transfer or renewal to study, starting from the second year, academic certificate is added);
– the original and a copy of the document containing information on the content of the curriculum of the previous degree (level) of higher education, the credits received, the duration of training and the progress in the academic disciplines (in the absence of this information in the supplement to the document of education), in the entry for obtaining a master's degree, if the lack of this information makes it impossible to determine the qualifications by the document;– a copy of the passport document of the foreigner or a document certifying a stateless person; - a police of medical insurance, unless otherwise provided by international treaties; – four identical color photographs in the size of 3 x 4 cm, without a corner; – a copy of a certificate of a foreign Ukrainian (if any). The documents specified in paragraphs 3 to 7 of this paragraph shall be translated into Ukrainian with notarization of the translation. The documents specified in paragraphs 3 to 6 of this paragraph shall be certified in the country of their issue in the manner which is officially applied in this country for such certification and legalized by the relevant foreign institution of Ukraine, unless otherwise provided by international agreements of Ukraine. For obtaining the bachelor's and master's degrees, the acceptance of documents, conducting interviews and enrolling take place twice a year, before and at the beginning of academic terms (but not later than March 1 and November 1, 2019, respectively).
13.6. Foreigners who receive state scholarships under international agreements, national programs, other international commitments of Ukraine, are enrolled for training within the established quotas for foreigners on the basis of the directions of the Ministry of Education and Science of Ukraine.
13.7. Foreigners who come to Ukraine for participation in academic mobility programs or to obtain higher education, according to educational programs approved by the University and foreign higher educational institutions, are enrolled for study, taking into account the relevant contractual obligations of the University.
13.8. Foreign Ukrainians who legally stay in Ukraine and whose status is confirmed by a Certificate of a foreign Ukrainian, during entering the University enjoy the same rights to education as the citizens of Ukraine, with the exceptions established by the Constitution of Ukraine, laws of Ukraine or international treaties, whose consent to be bound is provided by the Verkhovna Rada of Ukraine. Foreign Ukrainians, whose status is certified by a Certificate of a foreign Ukrainian, may be enrolled for studying on a state order within the limits set by the quotas for foreigners by the results of interviewing in the subjects stipulated by the Rules of Enrollment.
13.9. Foreigners and stateless persons permanently residing in Ukraine, persons who have been granted refugee status in Ukraine, and those who need additional or temporary protection and enter the University in accordance with the rules stipulated by these Rules of Enrollment for citizens of Ukraine, may take part in the competition selection for the places of the state orders within the limits of the quotas set by the Cabinet of Ministers of Ukraine on the basis of a special competitive score, which is calculated as the ratio of the competition score of the entrant, determined in accordance with section VI of these Rules of Enrollment, to the minimum competition score for providing recommendations for the place of the state (regional) order in the general competition for this competition proposal in the previous year (in the absence of such a score, a similar indicator is used for another, maximally related, competition proposal within the University, in case of impossibility, another institution of higher education by decision of the Enrollment board).
