All foreign educational documents submitted to Kharkiv State Academy of Culture are subject to a recognition procedure aimed at ensuring the rights of citizens who have been educated in other countries to continue their education and/or professional activities in Ukraine. Recognition of foreign educational documents in Ukraine is carried out in full compliance with the Convention on the Recognition of Qualifications concerning Higher Education in the European Region, ratified by the relevant Law of Ukraine dated 03.12.1999 № 1273-XIV, and the recommendations of this Convention. As a result of the recognition procedure, the owner of foreign educational documents receives a certificate confirming the right of the owner of documents, issued by an educational institution of another state, to continue education or employment in a higher education institution of Ukraine or institutions throughout Ukraine. Such certificate issuing is carried out on the basis of a decision of the competent authority - the institution of higher education or the Ministry of Education and Science of Ukraine. The procedure for recognizing foreign educational documents includes: verifying the authenticity of the documents, confirming the status of the educational institution and/or educational program, assessing qualifications or periods of study, and establishing equivalence to educational or professional degrees in Ukraine, academic and/or professional rights. The normative act that regulates the procedure of recognition in Ukraine by all competent authorities is the Order of the Ministry of Education and Science dated 05.05.2015 №504, registered in the Ministry of Justice of Ukraine on 27.05.2015 for № 614/27059. This order puts into effect procedures for the recognition of degrees of higher education obtained in foreign higher educational institutions and documents on secondary, secondary vocational, professional education. The procedure for recognizing foreign educational documents in Kharkiv State Academy of Culture is carried out by submitting these documents to the Ministry of Education and Science of Ukraine. Foreigners who have entered Kharkiv State Academy of Culture are obliged to prepare all the necessary documents for submission to the Ministry of Education and Science of Ukraine for the implementation of the procedure for their recognition during the first month of study. Work on the preparation of documents for the Ministry to make a decision on the recognition of foreign educational documents is entrusted to the state enterprise "Information and Image Center" of the Ministry of Education and Science of Ukraine, which performs the functions of the National Information Center for Academic Mobility ENIC Ukraine № 924. If foreign documents have not passed the visa procedure before the end of the first year of study of a foreigner, and their owner has not received a certificate of recognition, the foreign applicant will not be transferred to a senior course.
