The admission of foreign applicants is carried out in accordance with the Procedure (https://zakon.rada.gov.ua/laws/show/758-2024-%D0%BF#Text) using the Unified System. To apply for studies (internship) at an institution of vocational (vocational-technical), professional pre-higher, or higher education, a foreign applicant must create an electronic user account (hereinafter referred to as the electronic account) in the Unified System at: https://apply.studyinukraine.gov.ua/ . Through this account, they submit an application in electronic form to the chosen institution for the issuance of an electronic invitation. The number of applications for an electronic invitation must not exceed 20. The foreign applicant must attach electronic copies of the following documents via the Unified System:
  1. A document confirming the foreign applicant's education level obtained abroad, which serves as the basis for admission, along with its supplement (if the supplement is required by the legislation of the country of origin).
  2. An academic transcript issued by a foreign or Ukrainian institution of vocational (vocational-technical), professional pre-higher, or higher education (in cases of transfer or reinstatement from the second year onwards).
  3. A passport or a document confirming the identity of a stateless person.
  4. A color digitized image of the applicant's face.                                                                                                                                                                                            Before a foreign applicant is enrolled in an educational institution for studies (internship), the above documents must be authenticated in the country of their origin using an officially recognized method (consular legalization, including legalization by a relevant Ukrainian foreign institution, or apostille certification for countries that are parties to the Convention abolishing the requirement of legalization for foreign official documents), except for documents issued in Ukraine.
If a foreign applicant applies through a representative, this information must be indicated in the application. The submitted documents and their translations into Ukrainian are analyzed for compliance with the admission requirements of the vocational (vocational-technical), professional pre-higher, or higher education institution and for recognition procedures (validation). Validation is conducted by an institution responsible for the functions of the National Information Center for Academic Mobility or by the admissions (selection) committee of the vocational (vocational-technical), professional pre-higher, or higher education institution. This process includes verifying the correct formatting of documents and confirming that the applicant has the right to enroll in the institution based on their educational qualifications in their country of origin. Documents are considered to have successfully passed the validation process if they meet the following criteria: The document does not originate from a state or territory that is unrecognized by Ukraine or has limited recognition. The document was not issued based on periods of study in unrecognized states or territories with limited recognition. The document confirms that the applicant has attained an educational level sufficient for enrollment in the respective educational program (based on a preliminary analysis). The document conforms to the official standard for educational qualification documents, if such a standard is established in the country of origin. The supplement to the vocational (vocational-technical), professional pre-higher, or higher education document contains information about the specialty, educational program, field of study, list of subjects (including professional ones), and the number of instructional hours (or their equivalent). The document includes the necessary signatures of authorized persons, including electronic signatures, seals, etc., as required by the document’s format. The document does not contain unapproved corrections, erasures, or additions, and the text is legible and undamaged. The document does not include information about failed mandatory exams. The document has been authenticated by consular legalization or apostille certification (for countries that are parties to the Convention abolishing the requirement of legalization for foreign official documents), if necessary. Based on the results of the compliance analysis (validation) of the educational document, the institution responsible for the functions of the National Information Center for Academic Mobility or the admissions (selection) committee of the vocational (vocational-technical), professional pre-higher, or higher education institution prepares a conclusion on the results (hereinafter referred to as the conclusion), which is entered into the Unified System.
