Regulations on the procedure for issuing an invitation The text of the provision is presented below: POSITION on the procedure for issuing invitations to study and internship to foreign citizens and stateless persons at ONMedU and their registration 1. Regulations developed on the basis of the order of the Ministry of Education and Science of Ukraine "Some issues of organization of recruitment and training (internship) of foreigners and stateless persons" November 1, 2013 № 1541, Rules of admission to ONMedU in 2021 on issuing invitations to foreigners and stateless persons to study at ONMedU and their registration. ONMedU is accredited at the IV level and provides educational services on the basis of a valid license of the Ministry of Education and Science of Ukraine. 2. Invitations are issued to foreigners in respect of whom the unit of the Admissions Committee for Admission of Foreign Citizens (hereinafter - PPC) ONMedU agrees to receive for the appropriate degree of higher, postgraduate education (training, internship), postgraduate studies, doctoral studies, residency, medical residency, in the preparatory department. 3. ONMedU issues invitations to study: a) foreigners who are invited to study in programs lasting 90 days or more; the sample invitation is approved by the order of the Ministry of Education and Science of Ukraine № 1541 of 01.11.2013; b) foreigners who are invited to study in short-term programs lasting up to 90 days, as well as foreign students studying by correspondence to participate in test and examination sessions - on the form ONMedU. 4. Invitation forms are ordered by the state enterprise "Ukrainian State Center for International Education", authorized by the Ministry of Education and Science (hereinafter - the authorized state enterprise) to register invitations to study. 5. The study of compliance of documents of a foreigner with the requirements of ONMedU for admission to study under his chosen educational (educational-professional or educational-scientific) program is carried out by a subdivision of the admissions committee, which provides recommendations for inviting a foreigner to study. The order of work (PPK) is established by the ONMedU admission commission. 6. PPK provides recommendations for inviting a foreigner to study on the basis of submitted to the educational institution in paper or electronic form copies of the following documents: 1) passport document of a foreigner; 2) a document on the obtained level of education with grades (scores) obtained from academic disciplines or an academic certificate; 3) written consent to the processing of personal data. PPK determines the need to translate documents into Ukrainian, as well as to conduct an interview, if possible online. 7. Registration of invitations issued by ONMedU and registration of foreigners who came to study in Ukraine shall be carried out by an authorized state enterprise in an electronic journal. 8. For registration of the invitation in the electronic journal PPK ONMedU submits to the authorized state enterprise a completed invitation in electronic form together with electronic copies of the documents specified in paragraph 6 of this Regulation - for foreigners who will study at the expense of individuals (legal entities). To register invitations to foreigners who will study under international agreements and state programs of international cooperation ONMedU, the authorized state enterprise together with the completed invitation in electronic form shall be provided an electronic copy of the explanatory letter ONMedU on these grounds of study of foreigners and electronic copies of documents in accordance with paragraph 6 of this Regulation. 9. The authorized state enterprise within five working days from the date of receipt of the invitation filled in electronically by ONMedU checks the information entered by the PPC, assigns a registration number to the invitation in the electronic journal and sends an electronic version of the registered invitation for further printing on the invitation form. 10. An invitation to a foreigner may be denied registration of an invitation submitted to the ONMedU PPC if the invitation to this person has already been issued by another educational institution and registered in an electronic journal. 11. PPK ONMedU sends the original of the invitation registered in the electronic journal to a foreigner or a person authorized by him for registration of entry of a foreigner into Ukraine for the purpose of study. 12. The invitation is filled in PPK ONMedU in Ukrainian and English in printed form. 13. The invitation is valid for no more than six months from the date of its issuance. The term (term) of the invitation is set by PPK ONMedU taking into account the Rules of admission to ONMedU, as well as the duration of relevant educational-professional, educational-scientific, scientific programs, academic mobility programs, programs for learning the state language or language of instruction, internships, preparatory faculties (departments). 14. Based on the data of the electronic journal, the authorized state enterprise provides weekly information to the relevant diplomatic missions and consular posts of Ukraine on registered invitations (visa support). 15. PPK ONMedU provides timely information to the relevant body of state border protection on the details of the arrival of the invited foreigner in Ukraine (date of arrival, flight number of the vehicle), and provides information on the person authorized by ONMedU to meet the foreigner and his escort from the state checkpoint border of Ukraine to ONMedU, with obligatory indication of a surname, a name and a patronymic of such person and passport data and data of operative contact communication. 16. ONMedU informs the authorized state enterprise about foreigners who came to obtain the appropriate degree of higher, postgraduate education (advanced training, internship), postgraduate studies, doctoral studies, clinical residency, medical residency, at the preparatory faculty (department), according to the programs of the academy. or to study the state language, or the language of instruction, by entering the relevant information in the electronic journal.
